Dick Spotswood: College of Marin board should switch to district elections now

Last year, 38-year-old Malibu attorney Kevin Shenkman made his fortune and changed the way many communities, including Novato and San Rafael, elect public officials. Shenkman’s idea was that California’s Voters Rights Act of 2001 requires most governmental entities to elect governing boards from geographically based districts.
